The issue of a woman traveling for Hajj without a Mahram is one where the texts of the Sunnah are explicitly clear. The major scholars of the Salaf, including Shaykh 'Abdul-'Azeez bin Baz and Shaykh Muhammad bin Salih Al-'Uthaymeen (رَحِمَهُمَا ٱللَّٰهُ), have consistently ruled that it is forbidden for a woman to travel for Hajj, 'Umrah, or any other purpose without a Mahram.
This ruling is anchored in strict adherence to the commands of Prophet Muhammad ﷺ, prioritizing the protection, honor, and safety of the Muslim woman.
The primary evidence is the authentic narration of Ibn 'Abbas (رَضِيَ ٱللَّٰهُ عَنْهُ), who reported that he heard Prophet Muhammad ﷺ delivering a sermon, saying:
No woman should travel except with a Mahram, and no man should enter upon a woman unless a Mahram of hers is present." Upon hearing this, a man stood up and said: "O Messenger of Allah, I have enlisted in such-and-such an army expedition, and my wife has set out for Hajj." Prophet Muhammad ﷺ commanded him: "Go and perform Hajj with your wife.Sahih al-Bukhari and Sahih Muslim
Notice the profundity of this command: Prophet Muhammad ﷺ ordered the man to abandon a military expedition in the cause of Allah specifically to accompany his wife on Hajj, proving that a woman traveling without a Mahram is strictly prohibited, even for the obligatory pilgrimage. He did not ask the man if his wife was young or old, or if she was traveling with a "safe group of trustworthy women." The command was absolute.
Allah the Exalted says in the Quran:
The scholars of the Permanent Committee (Al-Lajnah Ad-Da'imah) explained that "affording the journey" (Istita'ah - capability) encompasses physical health, financial means, and a secure route. For a woman, having a Mahram is a mandatory condition of this capability.
If a woman possesses the wealth and health but cannot find a Mahram (such as a husband, father, brother, son, or uncle) willing or able to travel with her, she is classified as "incapable" in the eyes of the Shari'ah. She is not obligated to perform Hajj. If she dies in this state, she dies without having neglected any obligation, and Allah will reward her fully for her sincere intention.
If a woman disobeys this command and travels for Hajj without a Mahram (perhaps due to modern administrative policies allowing group travel without one), the scholars, including Shaykh Ibn 'Uthaymeen (رَحِمَهُ ٱللَّٰهُ), rule that her actual Hajj rituals are valid and she does not have to repeat the Hajj. However, she incurs a severe sin for the unlawful act of traveling without a Mahram, and she must seek sincere repentance from Allah.
The believer must always submit to the commands of Prophet Muhammad ﷺ, knowing that the legislation of Allah is full of wisdom and mercy.
